My above ground pool cover has submerged over the winter, how do I get it out easily ? 4 ft, no deep end, help?

I’m afraid of trying to drag it over the sides, do I need to completely pump out the water?

If the cover s still over the sides go ahead and pump it out. Our pool cover fills with snow and rainwater every year and I use the vacuum head and hose to siphon it off. Completely submerge the hose to get all air out of it and cover the end with the palm of your hand, then quickly pull it over the side and it will start draining the water. Then the dirty water doesn’t contaminate the pool water. If the cover already fell into the pool then just pull it out over the side by hand. The tractor idea might pull the side of the pool down if the cover snags on the ledge. Hope this helped and good luck
